Not built by the private sector. When the private sector does public art you get that guy in front of Lottaburger with poles for legs. If the US government was privatized like conservatives want it to be our US Capital building and White house would both look like Wal Mart, made from cement blocks.
Everyone, really, needs to go to Europe and see all the public art there like the architecture Jim has been showing us. And that stuff built by the church was because the church and the state were one. It was built because of the huge subsidies the church got and most of it is maintained now by governments with taxes. It wasn't private investors building that.
